Allocations Policy Review
Thank you to everyone who took part in our survey and gave their feedback.
The Allocations Policy Review received 83 responses. You told us that we have;
- Strong support for prioritising applicants based on housing need, particularly where health issues, disability, homelessness, domestic abuse, overcrowding, or safeguarding concerns exist
- Customers also supported helping existing tenants move when their circumstances change, especially where a move would improve wellbeing or make better use of housing stock
- Respondents felt that previous tenancy conduct, including anti-social behaviour, rent arrears, and property neglect, should be considered when assessing applications
- Some also raised overcrowding and under-occupation as factors.
- Overall, the feedback supported a fair, needs-based approach that balances individual circumstances with the creation of safe and sustainable communities
In response to this feedback, the revised policy confirms that:
- Requests for management moves will follow the relevant local authority's Choice Based Lettings priority criteria
- Any move outside the normal process must be supported by appropriate evidence
- Overcrowding and under occupation are taken into account and considered within our Management Transfer Procedure
- The policy includes provisions for transfers and management moves to help ensure homes are used effectively and meet customers' needs
- The policy allows management move requests to be considered where a move would improve a person's health, welfare or wellbeing
- The policy continues to allow management moves where there is an urgent risk and supports the creation of safe and sustainable communities
- We have strengthened our approach to adapted properties by prioritising applicants who require those adaptations
- The policy sets out how rent arrears and housing-related debts will be assessed, while allowing flexibility in exceptional circumstances
- The policy clearly sets out circumstances where applications may be refused to help protect existing customers and communities
